Debra L. Rothberg
is a practicing attorney with more than 20 years
of experience in the field of environmental law. In 1994, following her
association with some of the largest and most prestigious law firms in the
country, she founded DL Rothberg & Associates, PC, an environmental practice
boutique law firm in New York City. She practices in all areas of
environmental law, and has served as lead counsel in several precedent
setting New York Navigation (oil spill) law cases. Her practice concentrates
on environmental litigation, compliance counseling, due diligence in real
estate and corporate transactions, and regulatory and administrative
affairs. She has also represented entities in connection with CERCLA
liability, RCRA compliance matters, and state enforcement claims, including
the New York Inactive Hazardous Waste Disposal Site Act and the Navigation
law. The firm is actively engaged in defending gasoline distributors and
station owners against MTBE claims in State and federal multi-district
litigation. Ms. Rothberg has handled permitting for solid and hazardous
waste transfer and disposal facilities, and air pollution emission and
wastewater discharge sources. She has also assisted clients in securing
approvals for properties eligible for Brownfield designation and benefits. Under the direction of Ms. Rothberg, the firm serves as national coordinating counsel in defense of asbestos cases in the United States and Canada. Ms. Rothberg has a depth of experience in counseling policy-holders on pollution insurance coverage and has successfully secured insurance for her clients in New York and New Jersey. Ms. Rothberg’s scientific training and expertise has allowed her, on behalf of clients, to manage the engineering aspects of property investigations, remedial design and remedy implementation, including the bidding and award process, contracting, insurance procurement and accounting functions. Ms. Rothberg served first as a science intern and later as a legal intern for the New York State Attorney General's Office under the Hon. Robert Abrams, and was a NASA Research Fellow at the Goddard Institute for Space Studies in New York. She holds a Master's degree in physical geography. Ms. Rothberg is a member of The New York State Bar Association, Environmental Law and Real Property Sections; and The Association of the Bar of the City of New York. Ms. Rothberg has appeared as a lecturer at a number of Bar Association and Brownfield programs.
